Runtipi marks an app stopped when any managed container has exited. Keep the idempotent certificate bootstrap healthy and idle after completion, reset its readiness marker before every bootstrap, and make the API wait for health. No port or network service is added. Bumps tipi_version to 4.

Validation on 7a589598690562bcbdde34aa2704b298bd2a9df1: both regressions RED then GREEN; full suite 33/33; TypeScript, diff and shell syntax checks passed. Runtime Docker validation remains required after applying the update.
